New Rules Around Partial Pensions

We want to inform our customers about the new rules around partial pensions for employment consultants covered by the LO (Swedish Trade Union Confederation) Agreement

From 1 January 2023, changes are coming into effect regarding part-time pensions for workers covered by the Staffing Agreement. In short, these changes mean that employees’ part-time pension allocations for time booked are based on the customer’s collective agreement while they are based on the Staffing Agreement in the case of non-booked time.

The basis for these changes is that most collective agreements have been expanded to include partial pension schemes. As a result, a settlement for a new Staffing Agreement has been reached for workers. It was agreed upon during the most recent round of wage negotiations that a partial pension scheme for workers with no impact on competition should be introduced.

What this means for our customers is that hired consultants must be included in your own central collective agreement in relation to the payment of partial pensions. The percentage rate will depend on your own central collective agreement. For collective agreements that do not currently include partial pensions, the allocation is 0.4%.

The social partners have come to an agreement for a new partial pension scheme, meaning that the partial pension allocation will be based on the customers’ central collective agreement concerning potential partial pension premiums, and that part-time pension premiums will be included in the average salary as of 1 January 2023. This means that all customers who hire blue collar workers will see a revision of the average salary effective 1 January 2023.

Put simply, the average salary as of 1 January 2023 will consist of two parts: “Average salary” = T+P (average salary excluding pensions) and DP = partial pensions premium based on your central collective agreement.
